The goal is to get good raid gear. 7 star raids give the best raid gear. You need to join a guild at the right level for you. If you don't have 7 star characters then you need to focus on getting one to register a score and get good gear or join a guild running raids at the right level.
If you are an android owner and you are spending money on the game make sure to buy a gift card rather than use a credit card because there is a promotion where you get a 7 star Rey (looking the forums somewhere in general discussion for more detail).
If you don't have 7 star characters (which are in the galactic war store roughly 23 days solid work) then join a guild doing non heroic raids.
Gear doesn't help star up your characters you need character shards for that.
