The META changes regularly, and nobody knows what it's going to look like in a few months. It often includes new characters that you couldn't have worked on previously because they didn't yet exist. There's never going to be any guarantee that any character or ship you work on is going to be viable a year from now. Legendary events won't change, so you at least should work towards getting the characters required to unlock any legendaries you want. Scoundrels for credit heist will always be important. The factions needed for the mod challenges for good mods are fixed. The characters needed in the current TB maps will stay the same, but we are likely to get new maps at some point that either replace or rotate with the current ones. So you can do all of that, but nobody can tell you what will be winning in your arena 6 months from now.
The current ships META largely consists of Thrawn's capital ship with Biggs, Imperial TIE, TIE Reaper, FO TIE, TIE Advanced, and Scimitar (as reinforcement). But you need more ships than that. In order to get Chimaera you need the Phoenix ships and 3 of the other 4 rebel ships. You also need strong enough light side ships to complete the Ackbar challenge.
Don't be so afraid to upgrade your ships. Right now, there just aren't that many ships, and there isn't as big of a crunch in ship credits and materials as with characters. You won't be able to get some of those end game ships yet, and you are better off having pretty decent ships like Jedi Consular, Ahsoka, and Fives, than doing nothing. In the long run you will just hamper yourself because you can't do the higher tiers of the challenges or win any fleet arena battles. Also keep in mind that the strength of your ships is largely determined by the strength of your pilots. So a ship that isn't considered as good might still be better for you because of how much you have geared and leveled those particular characters.
