Choosing between primaries are important too. Circles can protection or health and protection is usually better. Arrows you always want speed. Squares and octagons never change. Cross you always potency if you have a debuff skill or protection if you are a tank.
So, I should just get rid of (sell) any mods that don't have a speed secondary at level 1? Meaning I should automatically junk all grey mods?
Also, since I've been advised to get all health mods, does that mean that all other mod types aren't useful?
Upto you to find the balance. Personally some primary types are rare enough that finding one with the primary is enough at lower levels.
For example if I run phoenix I want a cross mod with potency for Zeb and hera. Its tough to get a potency cross mod so I would level up the first one I get then later I would replace it with a potency cross mod with a speed secondary.
Health set is advised because your are low level and your collection limited. The relevant mod sets make sense for relevant characters (crit chance critical damage speed etc) but not enough sense that it's worth farming 5 jawa to 5 stars (for example) and gear viii/ix before you finish your arena team.
Crit chance will probably be the second set you work on (5 5 star scoundrels needed) because you need scoundrels anyway for credit heist.
