In regards to your questions, I feel that Jedi knight Revan is indeed the next logical step for your roster as you have described it.
Fortunately, the gear requirements for unlocking him are fairly low (g8 or so will do for the initial unlock, and there will likely be some crossover between the two teams, as you will initially probably be fielding JKR/Jolee/bastila/GK/GMY until you can get hermit yoda in the mix), so you can definitely keep a focus on gearing your entire Padme team up to (at least) g12 to stay nipping at the heels of the leaders on your shard - that will also give you a solid base down the road for unlocking General Skywalker and sold pilots in JKA/AT/GK for your eventual Negotiator fleet.
