I agree with LasonVell. The bottleneck on Phoenix is the fact that both Hera and Ezra are both cantina farms already. Adding another cantina farmed character only makes it harder for you to finish Phoenix.
It's basically one or the other. If you're farming Phoenix through all the other avenues (GW, SA, and Cantina stores), then I would hold off on Lando as much as you may want him right away.
