Very wise advice indeed. Sadly most of playerbase can't follow it for obvious reasons, and most of those who can probably won't be able to max it until next meta shift anyway.
Fleet metas shift quite slowly. It's hard to believe the meta will switch in ~2-2.5 months, when 7* Negotiators start to pop up.
The key point is "start". Pursuing Negotiator is now obvious for high-end guilds, and not-so-obvious for others. We don't know how Malevolence will be introduced (honestly if it will be another "Geo TB only" reward it will be another huge disappointment for many-many players). We don't know if capships are planned for Episode IX era. So the best strategy for those who are not high-end but still have access to GET2 may be just stockpile GET2 until they are completely sure that unlocking Negotiator will give immediate result.
