It really depends on context. For example, personally for me 5* Negotiator adds literally nothing - HMF is enough to be 1st on fleet arena every day (and yes, my shard have Negotiators); fleet isn't used in the GAC; my casual guild never lose TW(somehow we always have huge advantage in matchmaking). If Negotiator will help you in any way - well, ok. But if there is no immediate gain - i'd choose to stockpile.
