Just relic'd my nest (R2, will get her to R5 soon) and I'm curious as to what level of padme squads can she reliably counter? And does she need Qi'ra and HYoda?

Stacking protection up. Courage stacks operate like separate attacks, not 1 big attack iirc.
Precisely, it’s a mechanic that isn’t obvious at first. Once you realize that each 5 stacks dispelled is a separate attack, it has a lot of implications across the game.
In fact, Nest’s stacking Protection Up out-paces the stacks of courage discharge... check the descriptions carefully.
