As DaPowerfulJedi noted, crystals for energy refreshes are a much better use of your money.

With that start you could go for Rey, Finn (Cantina) , Resistance Trooper (Regular), Resistance Pilot (GW store) and Rose Tico (Regular) and have an unusual but effective early game team.
You will then need First Order in order to unlock BB8 followed by Jedi Training Rey.

Depends what you want.
Phoenix -> Empire is the optimal path and thus the meta but it is not the only way to succeed.
