New Player with 7* Scavenger Rey - Best Squad to focus on?

Thanks for the replies everyone. I guess my question is, at what point would i switch over to a full phoenix team. I have 4 members of phoenix unlocked, but they are at 2 stars, and Scav Rey hits like an absolute truck. Would it be once the phoenix team hits say 4-5 stars?
