You're going to need Phoenix eventually because they're the ONLY way to get Thrawn.
With that said, I don't think you need to do it right away, and there are better teams than Phoenix who lose their usefulness fairly quickly.
Rebels are definitely the way to go IMO. Lando is probably the first cantina node farm you should be doing. Farm him, unlock him, and level him up. Only use cantina energy on his node until he's done.
With the cantina store credits you get from farming Lando, get Boba out of the store. These two will carry you through all the credit heists pretty much on their own and Boba fits into a lot of different squads. Very useful character and the best value in the cantina store by a longshot.
Ultimately you'll want Wedge and Biggs, but you can't get Wedge yet. Still farm Biggs first out of GW store first. When you can unlock him, Wiggs should be a top priority farm. Fleet store credits are valuable but I would still purchase his shards in the store whenever you can in addition to his cantina node.
