The post they did about ships heavily implies multiple flagships are coming. That may just mean two, but that still means more than just Negotiator.
That said, even if it didn’t mean more than Negotiator, if that was the only one—you do realize that there are more darkside capital ships right now, right? This one just evens it up to 3 per side.
