Before we get too upset at the OP, I'm going to make a couple assumptions and educated guesses based on context and grammar:
1. He's probably an ESL speaker and
2. probably ran his post (or parts of it) through a translator
3. As a result of 1, he isn't familiar with English slang and insults
If I'm correct on the three points above, his native language likely has a word for "one who slows others down" or "one who inhibits," and the closest translation to that in English would be "retarder." That word didn't always have the connotation it does now, and still has a technical definition of "inhibiting" or "slowing down," which is what Nute's lead does to characters with Extortion.
