Did they pull a General Hux-type mistake on ChewPO? If not, a 3* ChewPO should max out at g11, but if they made the mistake on Hux, I suppose it's possible that they made the mistake on ChewPO.
At G12 3* they still gain a huge boost to, well, everything based on their leader's stats, so considering that and the mass blind attack it's not a bad idea to toss them into the team mix.
