Order of Character Moves

Not sure if I understand the question - but without TM effects yes.

But I think Bastilla lead gives a TM boost to Jedi so your Bastilla and Ezra might go before Nihilus.

Yes but you can't really ignore TM effects. You may actually get a turn order more like Yoda, Yoda, Ben, Bastila, Yoda, Yoda, Yoda, Ezra, Yoda, Yoda, and then finally Nihilus. Depending on who your leader is, the team you are attacking, and how you use your assists.

There's also tm effects of the other team.

People have been modding for turn order for a long time, and in general I think it's too much to rely on if that's the entirety of your strategy. One character going first, sure...maybe even a second sometimes. But after that just try to make them as fast as possible given appropriate mod sets. If you think having all five go in a specific order is that important and like it will make or break your team, I feel like you have to rethink your tactics.

It's just a hodgepodge team I assembled because my toons were all low level but I could still pick on Phoenix teams in Arena using Nihilus' 'Drain Force' immediately after Ben's 'Mind Tricks' to reduce cooldowns on 'Annihilate' and well, ANNIHILATE! One by one, I'd pick off Phoenix opponents much, much, more protected and leveled up than myself. But it only worked if Nihilus went right after Ben.
