I would say it's not bugged. Maybe the other Padme had a high potency.
I sometimes use Padme against DR and mine isn't even modded hard for potency but in at least 70-80% she gets her stuns on Malak.
Also don't forget, the AI always favours the defence teams a bit when it comes to evade, resist or getting things through.
