Padme for the simple reason she may be used for a heroes journey type event. Many have speculated she’ll be needed for Fallen Anakin. CLS has better utility and the CLS/Chewbacca/Raid Han squad is one of the stronger teams in the game, but you would hate to miss out on a hero/villain journey by not having Padme if she is needed.
