Nope, I made a GW test run, just to see how it works and Palpatine removed health and left protection untouched. Biggs got instantly his TM and evasion up.
Palpating ability description also says "lose 5% of their Max Health" not get damage equal to 5% of their max health.
Good. I was hoping since they fixed talia they would get this one right
