a lot of this is a misunderstanding how speed works. here is a break down
every "tick" everyone TM goes up their speed, its not a gradual thing based on speed, all at the same time everyone goes up their speed at once its not like every tick the speed gradually goes up their speed its every 0.1 second everyone gets all their speed added to tm.
So a 200 speed person does not get 100 tm at tick/2, while a 180 gets 90TM at tick /2 everyone gets nothing, then exactly at tick everyone gets their full speed added at the exact same time.
when anyone TM is full, which i think is 1000, then EVERYONE whos turn meter hit 1000+ acts IN A RANDOM ORDER after you act 1000 is removed from your TM and it repeats, excessive is not dropped (so the 200 speed guy will start at 0 while the 220 guy will start at 100 etc
so your 200 speed guy and your 220 speed guy and your 240 (well 200-249) speed guy are all rolling RNG on who actually acts first, however your 250+ speed guy will hit 1000 first, while anyone under 200 will go third.
this is why when you use an ability that gives someone 100% turn meter someone may still act before him, because he was tied with the guy who gave the 100% turn meter, but lost the roll, then the new guy at 100 tm rolls against the guy who was already there.
is it a dumb way to do things, yes. but that's how its programed.
