It's on his base speed.

It works after mods, or more specifically, it adds 25% to his current speed stat. It's the entire reason that ewoks are able to be competitive against most squads.

Here is a fun fact: the fastest paploo has speed of 265 after mods. After the 25% bonus he is at 331.
