RNG works in mysterious ways in this game. The same cold streaks you can feel during gear/shard farming, can be felt in RNG procs too. I had enemy Daka self ress herself 3 times on same game (thats 10%). While at the same time my Dooku's 90% chance stun failed on a jedi.
