Daka and Elder are always my #1 target in arena ... Sid and Kylo almost last, only chars i focus later are Barriss and Chewy. But have to say, i dont bring any healer to arena, so Sids and Kylos heal immunity doesnt mean anything to me and their damage is low enough, so i can focus on other chars first.
