Stormtrooper is also a decent Empire tank that's farmable at that level for the EP / Vader / Tarkin + 2 team. Shore isn't farmable for OP yet (for awhile, and it's a long long farm).
Not sure who he's working on, but TFP from cantina is also a good choice since he's very fast, provides buff immunity on AoE, which is good for NS, and has one of the most valuable ships, especially running under a Tarkin lead. KRU is also a potential fit as a dark side tank in EP teams and has the ship as well, but a 3* Sion probably works just as well, despite his star limitations. Tanks need gear more than anything else.
There is a lot to work on and you're not going to get everything the first time it comes around. Come up with a plan and don't stray from it. While farming the wrong thing can be bad, switching what you farm frequently just means you never finish anything.
