As above - Pheonix is just the most efficient way to get you going - once they're all 7* and you have thrawn + palps - you need to kick them backwards to helping with TB and TW.
As of now - Pheonix moves you nicely into Palps lead, Thrawn and whatever starred Vader you have. Then you just need to move in your two best Sith/Empire toons and run that in the arena ASAP.
Just don't forget to farm your team of scoundrels for the Credit heist - it's super important to keep you moving forward and able to buy mods.
