Phoenix are definitely not end game arena, and are hurting a bit currently with the EP/Vader swarm, but I'd be hard pressed to say they "sux". They are almost guaranteed auto win in Galactic Wars and Palp events, necessary in Thrawn and Chimera events, very good in areas of TB and TW, and are all I see around the 100 range in my squad arena shard. Will you need to move on if you want to compete at the top of arena? Yeah. Are they worthless? Absolutely not.
