Phoenix are dominant in the lvl 50-75 zone while you are leveling because they generate so much protection. But as people start unlocking higher level abilities and more powerful characters, Phoenix really starts to level off and lose its usefulness in arena. Wedge-led Rebel squads with Biggs, Chirrut and Baze start to kill Phoenix easily. Palp/Vader squads counter it very effectively.
Put simply, Phoenix can carry you through mid levels, but as you start to approach lvl 75 and up, you need to be working on a more effective end-game squad.
