Gear level is also a factor. At gear 10 and lower, they're going to be getting more straight regen from Chopper unless they are stacking certain mods very heavily, which doesn't even count his bonus protection up effect. At 11+, they might get a bit more from Zeb, but mostly not.
So more reasons to kill the cl4p-tp wannabe first. :)
