Plague characters not able to dispel anything
I noticed that when in arena, if a character is plagued and has other negative status effects and an Ally uses a dispell, nothing is dispelled. In the past, plague stayed but the other negative status...

This. If the heal comes first Plague is neutralized and the dispell will work. For many abilities with a set of effects the order of execution is the key. For example: you don´t land any debuffs on bosses in hSTR with Zader because before applying the debuffs he deals damage and that increases boss tenacity.
