Plague Clarification
I got curious last night and started asking around for people to spread Plague with Cassian. While only one copy of Plague would be copied (like a Damage over Time effect), no Plague was copied at all...

After examining the ability to see that it doesn't have an order, I am actually of the opinion that a simultaneous happening matches the ability description best. So in my opinion, it shouldn't work the way you are detailing simply because the ability doesn't contain a "do this then this" sort of description.
The reason I say it circles around is because that's the only way to really simulate it being simultaneous. If it was truly simultaneous, then all of it should happen at once without need for circling. It's only the code that would actually have to circle.
May I ask what your reasoning is for saying it should be the way you have stated?
