Poe always resisted in TW?

During the 2 last TW, when attacking a gk zarris team without tenacity mod, my poe explose has been resisted by all the 5 opponent. Not evade, resisted.
It was the same for guildmates, against various teams without tenacity boost (so no cls lead etc...)
My poe is gear 12, with 6 potency mod = 82% potency without R2.
Do we experiment the one on a million bad luck or was it the same for you?
