What do you mean he would be in rotation? Like every other battle, just on weekends? He's either in the game or on the bench.
In a match with your hand picked team against a top team, Poe's turn will come up near the end of the first turn out of the 10 characters in the battle. At that point a taunt won't matter as much as a 5k-10k crit, heal, assist or buff/debuff.
