EA_Jesse posted in the February Update notes that Retribution and Foresight can never be removed so this is not a bug. For Retribution, it is hard-coded to ignore buff removal while Foresight's effect causes the buff removal attack to fail before it can even attempt to remove the buff.
In other cases where buffs aren't being removed, that's likely because the buff removal is treated like a debuff: its success depends on the user's potency compared to the defender's tenacity. Some toons , such as Poe, have a pretty high tenacity, which means they'll be able to resist the buff removal quite frequently.
