I saw mentioned in the context of GL development the idea of "how much damage is a stun worth?". I got curious. So that's the question. It's broad and vague, because I think that gives the conversation room to move if people are interested.
Because stuns can be applied at so many levels, the options are given as portions of the enemy character's health, rather than as concrete numbers.
Finally, yes, this varies greatly depending on the context, team, character, health of the enemy, and many other factors. There's nothing I can really do to mitigate these.

"At what percentage of an enemy character's health would you rather deal this amount of damage, as opposed to stunning them?"
Eg, if I thought I would rather do 23% damage to a character instead on stun them, I would select '20-25%'
