Prime vs Trial (Beta) gaming
I have noticed several differences in all game modes on quality of characters (toons). Most notably in arena game modes. So my question is... does SWGOH mix Beta players (test players) with prime play...

Can you clarify what you mean by this:
How are they reacting differently?

To answer your question, no. The beta environment is a different server. There is no cross over between test/beta accounts and game accounts.
