I have my tarkin ship also maxed out and I tend to flit between them both depending on the top 3 teams. So I am lucky but only because I did invest a lot of time on my ships and making sure they were a prio and I don't regret that at all. I think ships are in some way more important then toon arena.
Of course - but realistically (at least until 6* HT start appearing) if you're getting to your ultimate I've already lost. Tarkin is going to get to reinforcement before you - and if that reinforcement is ghost you could be looking at a serious numbers issue.
On a side note - Thrawn's ultimate is a great way to get rid of HT as well!
