it just seems to go against their original goal with protection when it first came out.
Yes, but then they made some characters attacks too powerful anyways making that goal of protection making people more durable go out the window and they needed to make healing and recovery more powerful because offense was too strong. So they came out with protection recovery, and while I was against it at first, it seems to have come out in a fairly balanced fashion. As in, it could be a lot worse, but it's still rare enough that it's not bad.
In ships the protection recovery is far more common than the health recovery which makes sense because you're more replenishing the ship's shields not the ship itself. Far less actual ship health recovery in ships.
