Tarkin's special remove TM, its almost a sure one if TFP put tenDown.
MagmaTrooper is doing the same, and adding a double-hit chance, therefore he reduce even more TM in average.
So tarkin and magmatrooper are the best empires for TMR, since besides the Zader's leadership, they have their own TMR.
other options :
Jyn - tons of TMR.
Rex - Basic is pretty good TMR, he also gives all TM.
Ewok Scout/ QGJ - same job : call for assist, and remove TM. however, ES is getting TM bonus from his special aswell, so he's doing it much better and much faster.
Teebo+R2D2 - teebo is the most reliable TMR probably. but he hit very weak, and he need R2D2 to hide him in the 2 turns he cant hide himself. using teebo+r2 is a slow solo. also, R2 make sure no "Misses" and he gives 10% CC, good for Zader SaberToss and TFP basic for TenDown.

modding : TFP need a bit potency to apply tendown, the rest you shouldnt care about potency. only speed speed speed spped speed speed speed speed speed speed. (i think you got it) if you use ES, make sure he have HIGH CC, it will be amazingly fun for you, he gains tons of TM.

tactic : apply TenDown and Speed Down, and make sure Rancor have them both active ALL THE TIME ALL THE TIME ALL THE TIME. do NOT use saver toss unless door is closed and you have force crush ready. you should use saber toss only if you can apply speeddown after (when door is closed, you should be able to). otherwise, you risk yourself at losing a toon. so just use forcecrush when you can, sure, but don't use saber toss unless you can apply speeddown fast after it, before rancor make a move.
