Returning old player, keep going or restart?

I was late to the party, but that would be my suggestion. Playing both until it's clear which one you want to continue.
My biggest recommendation is find a guild completing heroic raids and is very active. You'll be able to build teams much quicker and use that as your primary source to rise in arena. Maybe you'll be lucky and find a guild that just needs a 600 ticket generator and is running Genosian TB too. If so, focus on the next ship meta and you can probably get to the top of that much quicker then character arena.
