Empire really just needs a dispeller. That would solve your problem, but honestly if you're just going in there with an Empire team against Rex you should be able to stun lock him into oblivion so you're probably just doing something wrong. Palp can stun easily, so can RG and Vader can ability block Rex all making him unable to use his second ability. He's not that bad when you work around it.
