Does it lower his cooldowns as well? Maybe I'm putting too much into the wording. I just want to make sure it does before I slap a zeta on. Thanks!

- No, it does not. Whenever an ability includes the word "other" with respect to allies, that ability excludes the character who has the ability.

- Both are going to be worth it if you are planning on having a strong clone team.
