Yes. Check out the Galactic Empire chat thread, lots of good information there. But currently the best empire squad is Thrawn (L), Storm, Shore, DT, and either Krennic or Tarkin.
Double zeta definitely recommended on Thrawn, and you will either need to have a zeta on Tarkin Unique, or DT Unique (if you run krennic).
Regarding modding, contrary to a lot of tanks in other squads, both Shore and storm want to be modded for speed (along with the rest of the squad). You need speed on both of them to pump out the taunts and heals. They stay pretty tanky even with full 4x protection mods due to their uniques and the protection regen from Thrawn.
