Fair enough, I should have been more specific. Let's assume that you're around G8-10 with the faction in question, with a few G12 thrown in and you also need to farm shards of whatever (usually 2) brand new toons are going to be required. That's right about where I started on each of my previous GL farms, my Resistance/Rebels/First Order each had their existing top team at G12, the rest were all around G8. I don't spend, so I generally don't dump gear onto projects unless there's a good reason to.
Again, it's all ballpark estimates, you're correct that given the nature of the situation it's impossible to predict with total accuracy. And CG likes making at least 1 character in each batch of requirements super painful (see: Rose Tico, Krennic, Lando). I'm just looking for general guidance.
