I blame it on bad rng. For the past 3 years I had made complaint posts about not seeing drops for certain characters I was farming. It wasn't just bad luck either, it was weeks or months not seeing a single shard for specific characters.
I finally managed to finish getting them so now I have nothing to complain about except grind gear and relic levels.
In typical CG fashion to rub salt in the wounds. Most of those characters were monthly calendar drops a few months after getting them to 7*.
