i think it means the character sucks. Yes he needs a zeta because he is bad. No he doesn't need one because he is bad. Same goes for mob enforcer.
It's actually not that bad! If the counter chance could be a little higher it would make one hell of a leader. Picture it on the HAATphase 1 with a counter chance of let's say 85% (100% would be too much) and 50% of counter damage. With either a Zyoda on the team and/or the whole team with tenacity mods. It can really boost the damage. Not to mention that jedis where left waaay behind compare to other characters
