It isn't. Destroy abilities also work if a toon has dmg immunity. If it actually worked on health and protection, it would also trigger plenty of other effects that can happen when a toon reaches health tresholds. The explanation above your posts puts it very well. Those abilities are even called "destroy EFFECTS", not "destroy abilities". Because it's a status effect that's applied to the target. Boom, dead.
