You can compute the expected value for each type using @sjkerhfgdjhd's math above for the percentage to get each number of upgrades, which is (using the %value in brackets as the %):
num upgrades = (% for 1 upgrade) * 1 + (% for 2) * 2 + (% for 3) * 3 + (% for 4) * 4
Green: 1
Blue: 1
Purple: 1
Gold: 1
And look at that -- you can expect to get 1 upgrade regardless of the #mod secondaries. The difference is that you have a chance to get higher values with better mods, it's just very low. Case in point, I bought a blue mod with a speed secondary today and struck out.
