It's exploiting the game system esp timezone differentiate.
1. Maybe they make account at the same time.
2. Maybe they from different guild at the beginning, time goes by, have shard chat, move on to same guild.
3. They cooperate so that everyone get #1.
I think it's bunch people who use the motto "if u can't beat them, join them"
