Phoenix likely won't take you to the top of arena, but they cover so many bases it's hard not to suggest gearing them up.
Pick a Phoenix character and a meta character to work at the same time, then go onto the next. Don't try gearing all at once, the amount of guns they all need is bonkers, and gearing them up as a set is soul crushing.
