They don't. That's why ppl bragging about "launch shards" aren't necessarily in harder shards.
There may be fe qss T6wer people active, but it is a good measure of the expected GP and teams. You can expect everyone to be no more than one meta removed.
But it's all relative since you only compete against ppl who started at the same time, so that argument is completely irrelevant. What is relevant is that there is far less competition.
