for it to require empire characters it would have to unlock a rebel i think... i don't see thrawn as doing a training for the empire or something else where they would fight him, but rebels seems more likely, but seeing as we already have Palpatine needing rebels probably won't happen... maybe to unlock Jedi Luke in 5 years
now Sith i can see fighting themselves to become one of the 2 sith allowed... so fighting all other sith with sith to become the one standing or to eliminate the one trying to take you out and take over your palce.

That makes sense, but the clue said "An Imperial threat rises" - I am pretty sure we will see a key member of the Empire or a few reworded Empire toons to add to it. We will see.
